Oregon & California NOAA CARES Program Expands Eligibility to OR/CA-Resident BB Fishermen

The NOAA Fisheries CARES Act | Section 12005 is relief aid slated for fisheries participants now in its second round of funding. This program involves three different organizations: NOAA funded the program, each states’ Department of Fish and Game/Wildlife developed the requirements and plan for the money (the ‘spend plan’) and the Pacific States Marine Fisheries Commission (PSMFC) is responsible for hosting the application process and administering the payment process. The most significant requirement for support through this program is having had a 35% loss in 2020 compared to your prior 5-year average.

In the first round, Bristol Bay fishermen who are OR or CA residents were excluded from applying to their home states, and excluded from applying for support in AK. BBRSDA has been asking OR & CA departments of fish and wildlife to change requirements to allow Bristol Bay fishermen to be eligible for support and both states’ new draft spend plans have made this change!

Oregon Department of Fish & Wildlife has posted a draft of the proposed spend plan for the second round of Oregon distribution of federal CARES Act fisheries relief funding, read it here: https://www.dfw.state.or.us/fish/CARES/index.asp. Comments on the plan should be sent to ODFW.CARESACT@odfw.oregon.gov by Sunday, Aug. 22 and will be reviewed and considered during the finalization of the spend plan. It is not yet open for round two applications.

California will also be accepting applications from CA-resident Bristol Bay fishermen in the program’s second round.

Alaska is still processing applications for the first round and has not yet published the spend plan for the second round of support.

Washington sent checks from the first round of funding on August 9th, 2021. The second round spend plan is not yet available.
